THL – Terveyden Ja Hyvinvoinnin Laitos, Finland
- History: The National Institute for Health and Welfare (THL) is a research and development institute under the Finnish Ministry of Social Affairs and Health. THL seeks to serve the broader society in addition to the scientific community, actors in the field and decision-makers in central government and municipalities. THL is the national competence centre and the authority for eHealth infrastructure.
- Purpose: The purpose is to promote health and welfare, prevent diseases and social problems and to develop social and health services in Finland.THL is doing that by being responsible for the planning, management and monitoring of the electronic processing of client data in health care and social care as well as for the management of related information structures and terminologies. THL is also responsible for the national vaccination programme in Finland and of the monitoring thereof. Vaccination data for the National Vaccination Register is collected from patient data systems following the data model of the National Patient Data Archive.

Role/contribution in Trillium II
Leader of Task 2.3. Vaccinations: data sets, information structures, value sets and tools
The task: The domain of vaccination is to be thoroughly analysed. Reference models, code sets, and content specifications will be selected. Available tools in Europe and the US for computable artefacts will be considered. Proof of concept mappings will be quality assured. National initiatives and CEN/ISO/HL7/IHE work will be considered.
THL is also participating in other WP2 Tasks: 2.1. 2.2., 2.4, 2.5. and 2.6., and has a small contribution in WP6 and WP7
